Dr. George Gates, DMin, LPA, LPC

Dr. Gates is a licensed professional counselor, licensed psychological associate and a faith-based counselor. He earned his doctorate from Boston University and his master's degree in clinical psychology from Marshall University. He has undergone extensive training in the cognitive behavioral psychotherapy model.

DOT SAP

Dr. Gates is certified as a Substance Abuse Professional according to the definition set forth in the US DOT Procedures for Transportation Workplace Drug & Alcohol Testing (49 CFR, Part 40).

The Department of Transportation (DOT) regulations-- 49 CFR, Part 40 -- define the Substance Abuse Professional (SAP) as a person who evaluates employees who have violated a DOT drug and alcohol regulation and makes recommendations concerning education, treatment, follow-up testing and aftercare. In order to perform SAP functions, Dr. Gates had to possess certain qualifications and specific knowledge, receive training and complete continuing education courses every three years to maintain his standing.

The DOT SAP is the "Gatekeeper" for US DOT's return-to-duty process. The regulation 49 CFR, Part 40 oversees six federal transportation administrations:

Federal Motor Carrier Safety Administration (FMCSA)
Federal Railroad Administration (FRA)
Federal Aviation Administration (FAA)
Federal Transit Administration (FTA)
Research and Special Projects Administration (RESPA) (Including Pipeline Facility Employees)
U.S. Coast Guard (USCG)

An initial evaluation is required for positive drug and alcohol tests, a refusal-to-test and most-accident on the return-to-duty process. A face-to-face follow up evaluation is required to determine if the employee is in full compliance with the recommended course of education treatment before returning to safety-sensitive functions.

Dr. Gates is a certified DOT SAP.

Lynn Parker Johnson, MSW, LCSW

Lynn is a licensed clinical social worker; she earned her master's degree from East Carolina University. Lynn has been a middle-school teacher and guidance counselor in the public school system and the Family and Developmental Specialist at New Hanover Regional's Neonatal Intensive Care Unit (NICU). She is also infant-toddler certified (pending final review). Lynn is looking forward to meeting with the individuals and family in our area.

Dr. Roy Vogel, PhD., M.Ed.

Dr. Vogel, a psychologist, has been in practice for over 20 years and has conducted over 35,000 direct patient hours. Having earned his Ph.D. and M.Ed. in psychology from Boston College, Dr. Vogel built a large group practice in New Jersey, which he recently sold. Dr. Vogel also produced and hosted a live, drive-time, NYC-based radio show for six years. His practice has primarily been focused on adults. Currently, he is primarily accepting referrals of a forensic nature, and conducts evaluations of a diverse nature, including but not limited to:

Discrimination
Criminal prosecution and defense
Wrongful death

Linda Oldham Iklé, Ph.D.

Dr. Iklé is a licensed clinical psychologist with 26 years of experience in the evaluation of mental health disorders and developmental disabilities. She earned her Ph.D. at the University of Denver and she has a Master’s degree in education as well as one in psychology. She has worked with multidisciplinary teams evaluating children and adults with developmental disabilities and mental health problems since 1983. She has also been involved in longitudinal research on children with high-risk birth conditions and high-risk environmental conditions since 1978. She taught at the University of Colorado Health Sciences Center where she was an Assistant Professor of Pediatrics and Psychology.
